Developer portal inoperative after switching access group

Summary
The developer portal no longer works after switching the access group in the composite portal.
Error Messages
Failed to find a 'RULE-OBJ-FLOWACTION' with the name 'PZSEARCHCHECKEDOUT' that applies to '@baseclass'. There were 1 rules with this name in the rulebase, but none matched this request. The 1 rules named 'PZSEARCHCHECKEDOUT' defined in the rulebase are: 1 related to applies-to class '@baseclass', but were defined on subclasses: 'Data-Portal'.
Steps to Reproduce
- Log in to the Developer portal.
- Launch the composite portal.
- Switch access groups.
- Go back to Developer portal and select to view Private checked out rules.
- Observe the error.
Root Cause
A hot fix functional dependency was revealed.
Resolution
If installing HFix-22614 , install HFix-23690 also.
