Unable to use update manager

Summary
User wants to install hotfix in 5.5sp1 for which update manager utility is used.
After configuring update manager error is encountered when trying to install hotfix.

Steps to Reproduce
Configure update manager and try to install hotfix
Root Cause
The root cause of this problem is defect/misconfiguration in the operating environment. When deploying update manager for Oracle DB where the pegarules db user is NOT owner - upatemanager will not initialize (table pr4_base is not found), and thus giving error for
Update manager not able to start PegaRULES.
Resolution
This issue is resolved by hotfix item HFix-3839
