7.1 Personal Edition Installation Error

Summary
User is not able install Pega 7.1.6 in windows 8 OS. Have followed the steps as mentioned and checked the pre-requisites as well.
Still getting a Rulebase setup failure.

Steps to Reproduce
Click on installation file. (install.bat). Next, Next, till installation screen.
Root Cause
The root cause of this problem is defect/misconfiguration in the PRPC operating environment.
User had jdk 1.8 version which is not supported for installing Pega personal edition 7.1.6
Resolution
This issue is resolved by making the following change to the PRPC operating environment:
Changed the systems environment variable to point to JDK 1.7 version and suggested user to use GUI Installation assistant.
