Attachment control does not work in IE11

Summary
Attachment control does not work in IE11. When user clicks on "Attach a File", an empty pop up is seen without any attachment options.
Error Messages
Not Applicable.
Steps to Reproduce
1. Open the Case Manager portal.
2. Go to the attachment tab and click on add and select add a file.
3. Notice that the attachment pop up appears empty without any option in IE11.
Root Cause
The root cause of the issue is that in the function BrowserisIE, we are indexing IE using an older user agent String "MSIE " for IE9 and previous versions.
Resolution
The HFix-21442 resolves the issue.
The changes are made to the function named BrowerisIE, where the latest user agent "Trident" is added (for compliance with IE10+) as an 'OR' condition to the older user agent string "MSIE ".
