Caching issue after deploying new rules

Summary
After importing rules into the production environment, the old version of a rule executes on some nodes. Please note that this issue is sporadic.

Steps to Reproduce
- Import rules into the production environment.
Root Cause
A defect in Pegasystems’ code or rules. There is a potential race condition that can cause the system pulse to not process some rules after import.
Resolution
Perform the following local-change to the prconfig.xml file:
Set "systempulse/scanoffsetms" to 30000
