Changes to skin does not reflect in work area header format

Summary
When you change skin properties using the preview skin feature, the changes are not reflected in the preview area.

Steps to Reproduce
1. Open Skin and Select Component as Containers in Component Styles tab, and then select the Work Area header from the style formats list.
2. Change any of the styles setting for work area header.
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules.
Resolution
This issue is resolved in Pega 7.1.8.
