Changing the date/time format

Summary
We have to change the date/time format to 24 hours instead of 12 hours. As of now we are doing it in the sections only using the Custom format.
We want to change it to 24 hours at the property level.the format should be applied for OOTB DateTime properties.
Resolution
The 24 hour format for datetime properties can be set at 2 levels.
1.Property level
2.Section control level.
It cannot be set for the out of the box Datetime properties
