Circumstance rule resolution issue

Summary



User has a base rule and a circumstanced rule. Once updating the base rule to a later RuleSet version, the circumstanced rule no longer runs. 
​Rule resolution does not consider the circumstanced version of the rule which is in lower version than the latest base rule which is in higher version.


Error Messages



Not Applicable.


Steps to Reproduce

  1. Create a declare expression rule in version 01-01-01.
  2. Create a circumstance version of the same declare expression in version 01-01-01.
  3. Update the base declare expression rule in 01-01-02 and test execution.


Root Cause



The higher version of a rule takes precedence over the lower version to ensure that outdated rules are not called.

Resolution



Update the circumstanced version of the rule to match the higher version.
