Compatibility view setting conflict with Pega 7 apps

Summary
Client machines have Internet Explorer browser with 'Compatibility View' turned On to support legacy applications. This conflicts with HTML5 based Pega 7 applications.
As a local change to support both, a proper meta tag is being used so that Internet Explorer will switch rendering modes when accessing Pega 7 applications.

Despite this local change, some features of the application are still not rendering properly.
In this scenario, modal dialogs with a fixed size configured in the skin is ignored and there is a sizing issue causing scrollbars.

Steps to Reproduce
- Use pyMetaTags to override compatibility mode so that Internet Explorer renders in standards mode.
- Launch a fixed size modal dialog.
Root Cause
The root cause of this problem is a compatibility issue with Internet Explorer and Pega 7.
Resolution
The current local change is to no longer inject the meta tag using the pyMetaTags HTML fragment.
The new place to set this override is, in the harness rule. One must resave all the harnesses utilized in the application and override the document mode here instead.
