Dashboard personalization does not display for all users

Summary
When customizing a dashboard inside of the same application stack, using the publish to default action, the customized dashboard displays for the access group that published it. However, it does not display for the other access groups.
Resolution
Add the Access Class, system-user-dashboard, with pxDashboard Privilege to an Access Role affiliated with the Access Group that is used to publish the customized dashboard.
