An error occurs when trying to open a delegated Decision Table rule.

Steps to Reproduce
- Delegate a Decision Table rule using the Favorites model.
- Log in through the Business Analyst portal and attempt to open the delegated rule from the MyDelegatedRules section.
Root Cause
The OpenDelegatedRules activity uses the parameter InsName instead of insName.
Resolution
Perform the following local-change to continue using the Favorites model for delegation:
- Save a custom version of the OpenDelegatedRules activity in your RuleSet and change the parameter from InsName to insName.
- Modify the pyDelegatedRule section to call your version of the activity.
- Install HFix-23767, which adds a When condition to the WBOpen rule so pzGetDelegationDetails is not called when using the Favorites method.
