Empty Date fields default to 19700101

Summary
When the customer submits empty date field values, Pega is defaulting the value to 01/01/1970.
The user is looking for a back port of the disableEpochDate DSS as a hotfix for Pega 7.1.7.
Error Messages
Not Applicable.
Steps to Reproduce
1. Create a Service which expects a Date element and gives date as a response.
2. Send input date as blank and run the service.
3. In the response we could see 1970-01-01
Root Cause
There is already a bug reported in Pega systems (BUG-187240) which has been fixed in Pega 7.1.8 as an feature.
Resolution
Type: Hotfix.

NO DEPENDENTS ARE PRESENT.
Description changes:
Set DSS "disableEpochDate" on "Pega-IntegrationEngine" to "true". So that stream rule returns the empty date value.
