Export report in Excel does not localize value

Summary
A report was run, and an Excel file was generated using Export To Excel. The Excel file does not show localized values. However, the on-screen report shows localized Values.

Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-26099.
