Incorrect primary page used when launching flow action

Summary
When using a Modal Dialog Local action from a button on a section, although override default template of the Using Page context is specified, that template is not found, and a default template is used instead.
Error Messages
Failed to find instance Your-Class-Work-PriorAuthRequest.ServiceLineModalTemplate of type Rule-HTML-Section.
Steps to Reproduce
1. Create a section rule defined on Work-.
2. Add a button with an Action set to run a local action on a different class, with a Using Page, and a Modal Dialog having ‘Override default modal template’ set
3. Click the button.
Root Cause
A defect in Pegasystems’ code or rules.
Although the design-time prompting for the template name for the override default template is based on the Local Action class, at run time, the parent context (of the section with the button) is used.
Resolution
Either do not use the Using Page on the local action, or ensure that the template is of the same context as the parent section.
