Labels are not translated in login and logout screens

Summary
User's log out screen labels are not localized. For example " you are logged out of Pega rules"
Root Cause
There is no field values present in the localized unauthenticated rule set to localize the values.
Resolution
Perform Save as operation on the field values to the localized unauthenticated rule set, and edit them accordingly.
