Not able to save as strategy rule after in new version 7.1.9

After upgrading from PRPC 6.2 to Pega 7.1.9, Strategy rule
Error Messages
returns an error: "Code-Pega-List Valid"
Steps to Reproduce
- Open the strategy rule.
- Try to do save-as.
- Observe the response "Code-Pega-List Valid."
Root Cause
An issue in the custom application code or rules. Customizations within the activity LOOKUPPROPOSITIONHIERARCHY resulted in the incorrect response content.
Resolution
Remove customizations within the activity LOOKUPPROPOSITIONHIERARCHY.
