Older version rules are picked up after a Production Deployment

Summary
In Pega Customer Service 7.1.3 on Pega 7.1.7, after pushing new rules in production, old rules are picked up at runtime. The issue cannot be resolved without restarting for downtime.

Steps to Reproduce
Import new rules into production environment.
Root Cause
A defect in Pegasystems’ code or rules. There is a known race condition during the import that can result in this error.
Resolution
Perform the following local-change: Add the following prconfig setting and then restart the system:
set "systempulse/scanoffsetms" to 60000
