Open in New Window feature not working as expected

Summary
User is unable to open pop-up window in 7.1.6. where same thing is working 6.2 SP2
Getting security errors while opening popup.
Error Messages
The element cannot be found.
Steps to Reproduce
1. Create a section rule
2. Add a button and link its action to Open a New Window
3. For the new window give the url - which we have tested earlier as to be working fine by opening it in a new tab.
4. Run the section
Root Cause
As observed in PRPC 7.1 , %3f is getting appended if the parameter value has an empty space for any URL that is being launched using OpenURLInWindow. The usecase is breaking because of the addition of %3f.
Resolution
Issue is resolved using the following local change:
Use Add icon in the OpenURLInWindow configuration window
