PR config param to change JVM thread pool size

Summary
There is a requirement to increase the JVM thread pool size from default 5.Resolution
Use the below prconfig parameters to change the JVM agent settings:
agent/minimumwakeup
agent/threadpoolsize
For example:
<env name="agent/minimumwakeup" value="60000"/>
<env name="agent/threadpoolsize " value="30"/>
