Refresh other section is not working

Summary
"Refresh other section" action, when applied on a button placed in a work area does not work. This work area is in the Header Left Screen layout.

Steps to Reproduce
1. Create a header left screen layout.
2. Place button in work area.
3. Under action add Refresh other section.
Root Cause
Refresh other section is applicable only in the iframe level. This control can not refresh a section present in another iframe.
Resolution
This issue is resolved through the following Local-change. This seems to be a custom requirement. Below, a refresh script on button click is provided.
