Responsive capability does not work on IE10 using IAC

SA-6425

Summary

The responsive capabilities of Pega 7 do not work when using IAC and IE10.
Here is the out of the box pyCaseManager7 harness with a window size small enough to trigger the left hand pane to collapse.

Now if we try to display the same harness using IAC, the responsive layouts do not respond accordingly to window size.
