Tracer not working with encrypting URLs

Summary
When enabling the following prconfig settings, user tried to open tracer and observed an error, “Connection ID is empty. Please restart Tracer”

Error Messages
“Connection ID is empty. Please restart Tracer”
Steps to Reproduce
1. Stop application server.
2. Update prconfig.xml with:
<env value="required" name="Initialization/SubmitObfuscatedURL"/>
<env value="true" name="Initialization/Urlencryption"/>
3. Restart the server and log into the Designer Studio.
4. Start the tracer.
Root Cause
A defect in Pegasystems’ code or rules.
In TracerTraceGeneralScript HTML fragment rule, using the encrypted URL to open the tracer, is causing the issue.
Resolution
Apply HFix-25343.
