Unable to delegate SLA rules

Summary
After updating to Pega 7.1.8, many rules can be delegated for their modification in production but a Service Level Agreement (SLA) delegation option is not available.
It is observed that in Pega 7.1.8, under the Actions menu the option Delegate does not appear.

Steps to Reproduce
- Open an SLA rule.
- Under the Actions menu, attempt to select Delegate.
- Observe that it isn't an option.
Root Cause
This issue is determined to be a product enhancement request.
Resolution
HFix-26307 is created to partially support the feature.
Following scenarios are covered during Hot Fix testing:
- Delegation configuration is created for SLA rule.
- Verify that SLA rule in Pega- rule set cannot be delegated.
- Verify that only users having delegate privilege can delegate.
- Verify that the delegated rule is available on Case manager portal.
- Verify the editable fields in the delegated rule.
- Verify the non-editable fields in the delegated rule.
- Verify that the SLA rule cannot be delegated having property ref.
- Verify that delegated rule in locked rule set can't be edited.
- Verify check in/check out of the delegated rules from end user portal.
