Unable to view letter correspondence attached to work item

Summary
Users are unable to view correspondence attachments of type Letter in Internet Explorer 11, but they can do so with Internet Explorer 9. Email correspondence attachments are unaffected.
Error Messages
Error-Open Authoring control failed to load.
Steps to Reproduce
- Click View Attachments.
- Open any attached correspondence of type Letter.
Root Cause
Browser compatibility issue

Resolution
Apply HFix-24524, which includes an emulate Internet Explorer 8 tag in the Show HTML rule under the Data-Corr-Letter class.
