Running the upgrade to Pega 7.1.8 is failing during the "Checking Configuration Files" task

Steps to Reproduce
Run upgrade.sh script
Root Cause
A defect or configuration issue in the operating environment. The database user running the upgrade did not have the correct permissions as outlined in the upgrade guide. To determine the root cause additional debug needs to be turned on.
In the 7.1.8 media’s scripts/config directory there is a file called deploylogging.properties.
Changing the .level property from INFO to CONFIG and running the upgrade script again allows us to see the SQLException.

[pega:getupgradefromversion] java.sql.SQLSyntaxErrorException: ORA-00942: table or view does not exist
Resolution
Make the following change to the operating environment: Granted the privileges outlined in the upgrade guide to the deployment user and then the upgrade completed successfuly.
