When rule under actionset tab not working for dropdown control

Summary
User is reporting "when rule under actionset tab not working for dropdown control". On change of field for drop down, report definition is to be called condionally but even when rule returns false, report definition is getting executed.
Error Messages

Steps to Reproduce
Create a section with drop down and add action set on change. Call report definition with a when rule. Verify if report definition should not be called if when rule returns false.
Root Cause
When rule will be picking the value from DOM, not from clipboard. Due to this onload of DOM when rule getting executed, but the actions to be triggered according to the when rule are getting posted to the DOM, but getting triggerd on the next action(Change of value in the drop down)
Resolution
Perform the following local-change: Instead of when rule, use the associated property to write the condition.
