Work object does not open up in a new tab

Summary
When opening a case or clicking a link, the result page replaces current screen instead of opening in new tab.

Steps to Reproduce
Click a link (case ID) in dashboard.
Root Cause
The configuration in question involved a dynamic container inside another dynamic container. The center panel section of portal included a dynamic container (harness), which in turn included a section that contained tab group along with dynamic container.
Resolution
Perform the following local-change:
Place the section containing tab group that hosts the dynamic container directly in the center panel of portal.
