After change the time zone to (UTC +2) Istanbul, SMS delivers 4.5 hour late.

Steps to Reproduce
Change time zone to Istanbul.
Root Cause
The clock change in Turkey occurred one week later. SMS Server in the system delayed messages related to a parameter which still used day light saved clock.
Resolution
Set all the clocks an hour back.
