After deployment, the higher version rules are not used

Summary



When using prpcUtils to import section rules, the section rules are not displayed by the application until revalidate-and-save is used on them. This is in contrast to using the import landing page, which does not show the same issue.

Steps to Reproduce



Use the "prpcUtils import" command-line feature to import a zip file produced from a Rule-Admin-Product rule.

Root Cause



The version of the prpcUtils being used for performing the import was 7.1.6 but the import was being performed to a 7.1.7 system.  As a result, the assembly version as shown on the console output mismatched. In particular, the 7.1.6 prpcUtils displayed assembly version: 1292740085. The assembly version for 7.1.7 is 1239066975.

Due to this mismatch, the system by design did not invalidate the cache.

Resolution



By using the 7.1.7 version of prpcUtils, the cache invalidates properly and the section rule displays without any revalidate-and-save needed.
