Summary
Close All on a menu item on a Tab Group and Close All tooltip are not localized.

Steps to Reproduce
- Open menu on Tab Group. Check if Close All menu item is localized.
- Hover over Close All. Check if Close All tooltip is localized.
Root Cause
A defect in Pegasystems’ code or rules where the Field Value does not exist by default.
Resolution
Perform the following local-change:
Create an @baseclass .pyMessageLabel Field Value for Close All.
