Harness does not stretch to fit content

Summary
After upgrade, new work object launched in the dynamic container does not stretch vertically to occupy the entire screen. It takes up limited vertical area and provides a scroll bar for accessing the remainder of the harness.

Steps to Reproduce
Upgrade a Work Area control to a dynamic container and launch a new work object.
Root Cause
The root cause of this problem is software use/operation error.
Resolution
This issue is resolved through the following Local-change:
Choose a screen layout for the portal harness and select Size to content checkbox for the dynamic container.
