Local Flow Action validation fails on modal popup

Summary
There is a local action that is called via a navigation rule as a modal pop up. However on submit the validation does not work.
The validate rule firing in the tracer however no errors are being set into the page and as a result the validation does not prevent the user submitting invalid values.
Steps to Reproduce
1. Create a Local Action.
2. Call that local action via Navigation Rule as modal pop up.
3. Subit the validation you will observe rule is been picked but validation is not happening.
Root Cause
The root cause of this problem is defect/misconfiguration in the PRPC operating environment. The issue is specific with the pages created when a grid is bounded with RD. Property-Set-Messages is not setting any messages on such pages. Also tried editing the data on the page, which is allowing to do. Only Messages are not being set.
Resolution
This issue is scheduled to be resolved in Maintenance Level (ML) release Pega PEGA 7.1.7
