Localizing Stage Headers and flow actions below them.

Summary
A developer observes that when Localizing the STAGE AND STEPS object (foreign language support), the STEPS is not localizeable using the pyButtonLabel field value. Using the pyButtonLabelField value for the STAGE does localize the STAGE tab.
Error Messages
No errors are found in the Pega Logfile; no error messages are displayed on screen.
Steps to Reproduce
To reproduce this issue, attempt to Localize the STAGE AND STEPS rule instances.
Root Cause
This issue has been deemed to be a bug in Pegasystems Code.
Resolution
This issue is proposed to be resolved in PRPC release 7.1.8.
