User requires procedure to set Default Font Size to Rich Text Editor.
Resolution
This issue is resolved through the following local-change:
The local change is to use the following script in a non-autogenerated section just below the section containing the RTE:

CKEDITOR.config.fontSize_defaultLabel = '12px';
CKEDITOR.on( 'instanceReady', function( ev ) {
ev.editor.window.$.document.body.style.fontFamily = "Georgia";
ev.editor.window.$.document.body.style.fontSize = "12px";
});
