Results are not rendering if when rule present on Tabbed repeat

Summary
A section contains a tabbed repeat layout with the body visible when. There is another list which changes the when condition so that tab becomes visible in the tabbed repeat.
After checking the visibility, below issues are observed:
1. Some of the tabs that are visible contain data which stays invisible. Below is a screen shot where the third tab is empty.
2. Switching tabs cause duplicate tabs to appear on screen. The first tab now displays two sections as in the screenshot below.

Steps to Reproduce
1. Create a section with a tab repeat layout containing a body visible when in PRPC 5.4.
2. Migrate this to Pega 7.1.7.
3. Add a repeat grid to toggle visible condition of each tab grid.
4. Run the flow with this setup and observe the tabbed repeat tabs.
Root Cause
The placement of visible when conditions (in the RUF) is causing the DIVs to be closed incorrectly.
Resolution
This issue is resolved by HFix-22784.
