Screen reader does not read when image is associated with icon

Summary
Screen reader is unable to read anything when you associate an image with an icon control (the alt attribute is not associated with the icon image). How does one associate an alt attribute to the icon image?

Steps to Reproduce
1. Install accessibility framework/ruleset
2. Install open source screen reader (NVDA screen reader - http://www.nvaccess.org/download/)
3. Switch to application in accessibility mode
4. Open case manager and mouse over the PEGA 7 logo/Case Manager logo.
Root Cause
The root cause of this problem is software use/operation error. This is because the alt attribute is not associated with the icon image.
Resolution
To populate the ALT attribute you need to specify the Tooltip field in the Icon control with a value.
