User is not able to connect to external rest service using Connect-REST through proxy.

Steps to Reproduce
1. Set the proxy URL and port using JVM arguments in the application server and verify the same in SMA JVM arguments.
2. Use Connect-REST to connect to external REST API which requires proxy.
Root Cause
Pega System rulesbase or code bug.
