Unable to create SOAP service deployment files

Summary
Unable to deploy the service package created. There are no methods or deployment options in the Context tab of the service package created.

Steps to Reproduce
- Create a Service Package.
- Check if the Context tab has options to deploy.
Root Cause
A defect in custom application code or rules. An integration rule must be included in the Service Package.
Resolution
Perform the following local-change:
Create an integration rule using the name of the service package for the Custom Package Name while creating, and save that method. Ensure to have the right access group to access both rules.
