Unable to save report to production ruleset

Summary
User tries to do a Save As of a report from the Case Manager portal. The operation fails with a validation error on one of the properties used in a class join condition of the report definition:

Steps to Reproduce
Run a report from the Case Manager portal
Click the Save As link:
Choose a new name for the report, select a report category, and click OK:
Root Cause
An issue in the custom application code or rules.
The developer had specified a Design Time Configuration ruleset for the users' access group. The Save As operation will default to this using this ruleset when it is specified. The list of the required rulesets for the Design Time Configuration ruleset did not include the version of the ruleset containing the property in question. This caused the validation of the report definition to fail.
Resolution
Perform the following local-change:
Specify the highest version for the required rulesets for the Design Time Configuration ruleset.
